About the role
Elections BC is seeking an innovative and seasoned leader for the Executive Director, Electoral Operations (ED-EO) position. This is a senior leadership role responsible for the governance and delivery of provincial electoral events.
Reporting to the Deputy Chief Electoral Officer, you will oversee province-wide election operations. Your ability to develop strategies, partnerships and plans will be important to your success. Your leadership will shape how the delivery of electoral services evolves to improve service to voters while maintaining the integrity of the democratic process.
The recently modernized legislation governing voting and counting in B.C. is designed with voters at the centre and is unique in the world. The ED-EO is responsible for efforts to develop and refine procedures to operationalize the new legislation governing voting and counting and to apply technology to previously manual processes. This work is undertaken in an environment of growing political polarization and the ED-EO must always be impartial in performing their duties. Like all members of Elections BC staff, the ED-EO is prohibited from being a member of a political party or elector organization and from making contributions to political entities.
The ED-EO must have a deep technical and legal understanding of electoral event administration to ensure the consistent application and interpretation of legislation, and to manage large and diverse teams. The position regularly provides advice to members of Executive on highly complex issues, and leads the improvement of programs, services and projects by establishing multi-faceted policies, frameworks and protocols. The ED-EO must become an expert in relevant information systems including voting and counting technology, and emerging risks such as election interference.
The ED-EO is accountable for a broad range of activities relating to EBC’s strategic, operational and electoral event-related planning and delivery. As a member of the Senior Management Team, this position has a key role in the policy direction and strategic planning of Elections BC and in enabling the organization to meet its strategic objectives. The ED-EO directs the work of three work units, Electoral Operations (EO), Voter Services (VS), and Electoral Geography (EG), as well as 187 District Electoral Officers and Deputy District Electoral Officers and over 18,000 election officials hired during major provincial electoral events.

Elections BC has a hybrid work model where staff are supported to work 3 days per week in the Victoria office and 2 days from home, when operationally feasible. All staff work in office full time during electoral events. Education and experience:

Master’s degree in a related field such as Public Administration or another related field from a recognized post-secondary institution and at least three years of *related senior-level management experience; OR
- Bachelor’s degree in a related field from a recognized post-secondary institution and six years of *related senior-level management experience; OR
- An equivalent combination of education and experience.
*Related experience must include:

- Developing project proposals, related plans and complex budgets
- Planning and managing complex, multi-stakeholder projects
- Directing, leading or managing teams, including developing and evaluating performance goals, coaching, team-building and mentoring
- Providing expert planning advice and direction to managers and executives of internal and external agencies, including the delivery of presentations to officials, executive and senior management
- Interpretation of legislation, statutes and regulations
- Experience leading research projects and developing procedures
- Experience assessing and managing organizational risk
Preference may be given to applicants with:
- Previous experience working in an operational leadership capacity for Elections BC and/or related experience in electoral administration
- Experience working in a project management environment
- Professional planning certification (PMP) and registration with the Project Management Institute (PMI)
- Expertise in and knowledge of British Columbia’s geography, communities, culture and demographics
- Excellent written and oral communications skills, and a proven track record as a public speaker and in media relations
- Proven experience in assessing an organization’s strategic context and in the development and leadership of innovative initiatives to meet changing stakeholder needs
