Applicants external to the BC Public Service - hired under the Election Act - $48.26 per hour (plus 9.9% Market Adjustment and a bi-weekly compensation allowance for health and welfare)
In office minimum three days per week in Victoria, B.C.

About the role
The Senior Business Analyst helps bridge business needs and technology solutions within Elections BC (EBC). This role supports the delivery of strategic initiatives by translating operational requirements into clear, actionable guidance that aligns with EBC’s standards and long-term technology direction.
A core aspect of the Senior Business Analyst role involves leading EBC’s application lifecycle management approach and evaluating existing systems to help determine their ongoing suitability, including whether they should be maintained, enhanced, replaced, or retired. The Senior Business Analyst documents and assesses current-state applications, including legacy systems that support critical electoral operations, to ensure technology solutions continue to meet evolving organizational needs.
As a Senior Business Analyst, you will develop formal business and decision proposals, including application roadmap recommendations, to support executive review, funding decisions, and the continued evolution of EBC’s digital environment. Elections BC has a hybrid work model where staff are supported to work 3 days per week in the Victoria office and 2 days from home, when operationally feasible. All staff work in office full time during electoral events. Job Requirements
To be considered for this position, you must legally be eligible to work in Canada. Eligibility to work in Canada is granted through citizenship, permanent resident status, or a work permit.
Education and experience:

Completion of a bachelor’s degree in computer science or related discipline from a recognized post-secondary institution and three years of recent (within the last five years), related experience*; OR
- Diploma in a related discipline and four years of recent, related experience*; OR
- Certificate in a related discipline and five years of recent, related experience*; OR
- An equivalent combination of education and recent, related experience* may be considered.
- *Recent, related experience must include:

- Leading business analysis activities for complex technology or digital transformation initiatives in a multi-stakeholder environment.
- Conducting business needs assessments, operational impacts, options analyses, and feasibility studies, including development of business cases and recommendations for senior leadership.
- Leading application lifecycle management activities, including assessment, modernization, replacement, enhancement, or retirement of business applications.
- Planning, coordinating, or leading multiple concurrent technology-related projects or initiatives, including managing timelines, priorities, risks, and deliverables.
- Analyzing and documenting system designs and operational priorities to support technology planning and change management.
Preference may be given to applicants with:
- Previous experience working for Elections BC and/or related experience in electoral administration.
- A certification in Business Analysis or Project Management.
- Experience working with legacy business applications and supporting modernization or rationalization initiatives.
