About the role

The Senior Director, Finance and Facilities Administration serves as Elections BC’s Chief Financial Officer (CFO). This is a critical leadership role responsible for strategic oversight of financial management, budgeting, procurement, contract management, payroll and benefits administration, and facilities management.

 

This position operates in a dynamic environment that scales significantly during electoral events—supporting up to 17,000 temporary staff, 90+ temporary offices, and more than 1,600 voting places across British Columbia. The Senior Director oversees facilities operations, including leases, space planning, security, and asset management. They prepare temporary field staff for success in electoral event delivery through financial training, tools, and processes. They lead and inspire high-performing teams of permanent and temporary staff in ensuring that financial, payroll and facilities systems, controls, and policies meet legislative, regulatory, and central agency requirements.

 

As a member of the senior management team, the Senior Director provides strategic advice to executive leadership and plays a key role in supporting the effective stewardship of public resources, operational readiness, and organizational accountability. They drive accountability and governance through strong controls, audits, and compliance oversight. They collaborate with senior partners across government to resolve complex financial issues.

 

Our ideal applicant for this position is an experienced financial leader in a public-sector environment who has the expertise to direct the financial strategy for B.C.’s democratic processes—from annual budgets to the detailed financial forecasting and management required for provincial elections. Elections BC has a hybrid work model where staff are supported to work a minimum of 3 days per week in the Victoria office and up to 2 days from home, when operationally feasible. All staff work in office full time during electoral events.  

 

Job Requirements

To be considered for this position, you must legally be eligible to work in Canada. Eligibility to work in Canada is granted through citizenship, permanent resident status, or a work permit. 

 

Education and experience:

  • Bachelor’s degree in accounting, business administration, public administration, finance, accounting, commerce, or related discipline from a recognized post-secondary institution and a minimum of 5 years *related experience, or an equivalent combination of education and experience, such as:
    • Diploma and 7 years of related experience*; OR
    • Certificate and 8 years of related experience*; OR
    • 10 years of related experience*.

*Related experience must include

  • Progressively more challenging leadership roles directing a wide range of activities, including two or more of:
    • Budgeting and forecasting
    • Accounting
    • Facilities management
    • Business systems and controls
       
  • Directing and coordinating the planning and preparation of budgets for executive approval.
  • Experience in managing financial administration and producing financial statements for a multi-faceted organization.
  • Leading operational program areas, including change management and ongoing operational performance metrics.
  • Directing, leading and managing teams, including developing and evaluating performance goals, coaching, team-building, and mentoring.
  • Strategic planning, including experience operationalizing plans, managing complex organizational change and establishing priorities based on an agency’s initiatives.
  • Interpretation of legislation, statutes and regulations.
 

Preference may be given to applicants with:

  • Previous experience working for EBC, and/or related experience in electoral administration.
  • Experience working in the public sector.
  • Completion of a professional accounting or formal auditing designation (i.e. CPA, CIA), or equivalent.
